The Impact of Customs Reform at Mong Cai International Border Gate

The implementation of the Automated Customs Clearance System (VNACCS/VCIS), along with the National Single Window Portal and electronic customs procedures, has helped enterprises save both time and costs while improving transparency and efficiency in import–export operations.

Enterprises Save Time and Costs

According to the Mong Cai International Border Gate Customs Office, as of September 15, 2025, a total of 1,718 enterprises had completed customs procedures through the border gate — including 332 local companies and 1,386 from other provinces, an increase of 574 enterprises compared to the same period in 2024.

One frequent exporter operating in the area is Ngan Long Science and Technology Co., Ltd., based in the Hai Yen Industrial Park, Quang Ninh. The company specializes in textile fiber production and export, handling 10,000 tons of cotton fiber imports and 8,000–9,000 tons of yarn exports each month. Approximately 80% of its export shipments pass through the Mong Cai border gate, with the remaining 20% via Hai Phong Port. The company contributes nearly VND 70 billion annually to the state budget.

Company representatives have acknowledged the remarkable administrative reforms undertaken by the customs sector, particularly the application of IT solutions in customs clearance procedures. The VNACCS/VCIS system, combined with the National Single Window and e-customs, has significantly streamlined operations, reducing clearance times, lowering costs, and enhancing operational transparency.

Speaking to reporters, Mr. Hao Jian, Deputy Director of Import–Export at Ngan Long Co., emphasized that customs reform has greatly improved business efficiency, especially amid increasing global economic integration. To further optimize the process, he suggested continued simplification of administrative procedures, regular customs–enterprise dialogues to update policy changes, and broader adoption of AI and big data for cargo risk management to minimize unnecessary inspections.

Echoing these views, Mr. Dao Phuc Long, Deputy General Director of Hong Ha Textile Technology Co., Ltd., also based in Hai Yen Industrial Park, proposed strengthening digital transformation and data interconnectivity. He recommended further investment in the electronic customs system and closer integration with other ministries to eliminate redundant document submissions by enterprises.

Customs Authorities Push Reform Efforts

In 2025, the Customs–Business Partnership Program implemented by the Mong Cai International Border Gate Customs Office (Regional Customs Branch VIII) has received widespread recognition from the business community for its proactive and effective approach.

At the beginning of the year, the unit formulated a Customs–Business Partnership Development Plan, setting out specific goals and solutions tailored to the operational characteristics of local enterprises. These efforts included disseminating updated legal regulations, customs and tax procedures for import–export goods, and introducing key modernization and reform initiatives of the Vietnam Customs sector.

To ensure effective communication, the office has diversified its outreach channels — including official documents, direct consultations, dialogue conferences, workshops, email correspondence, and its official Facebook Fanpage — to keep businesses informed and engaged.

In addition to expanding communication, the Mong Cai Customs Office has strengthened its support and coordination with enterprises, helping them stay updated with the latest legal frameworks and promptly addressing questions or difficulties encountered during customs procedures.

Through these continuous reform efforts, Mong Cai International Border Gate has reaffirmed its role as one of Vietnam’s leading customs modernization models, facilitating smoother trade flows, improving business competitiveness, and contributing to the country’s export growth momentum.
