The Ministry of Agriculture and Rural Development is urgently finalizing the ultimate preparatory stages to bring the Agricultural, Forestry, and Fishery Product Traceability System into operation starting July 1, 2026. On June 22, 2026, in Hanoi, Deputy Minister of Agriculture and Rural Development Hoang Trung chaired a meeting to hear reports on the preparatory work for operating the Agricultural, Forestry, and Fishery Product Traceability System. This serves as a vital preparatory step before the system officially enters into operation from July 1, 2026, contributing to raising transparency in production management and satisfying digital transformation and market integration requirements.

FINALIZING THE TRACEABILITY SYSTEM INFRASTRUCTURE

Reporting at the meeting, Mr. Nguyen Van Long, Director General of the Department of Science and Technology (Ministry of Agriculture and Rural Development), stated that the Ministry has highly concentrated on the preparatory work to operate the Agricultural, Forestry, and Fishery Product Traceability System. This work is deployed synchronously across three aspects, encompassing: finalising institutions, building technical infrastructure, and organizing connections and trial operations.

Regarding institutions, the Ministry has proactively reviewed existing legal normative documents, while simultaneously drafting a Circular regulating traceability to create a unified legal corridor. In parallel, the Ministry coordinated with related agencies during the process of drafting and appraising a draft Decree on traceability, ensuring synchronization in management and deployment.

For technical infrastructure, the Traceability System built by Netacom Company was brought into trial operation at the end of 2025 and continues to have its features perfected. The Department of Digital Transformation has fully arranged information technology infrastructure serving system operation; concurrently deploying scanning and evaluating information security and fixing security vulnerabilities to guarantee the system operates stably.

“Standards for connection and data transmission-reception have also been promulgated, creating a foundation for interconnectedness among systems. For other platforms such as CheckVN, the Ministry requests the urgent finalization of information security conditions before entering official operation.” - Mr. Nguyen Van Long, Director General of the Department of Science and Technology of the Ministry of Agriculture and Rural Development.

According to Mr. Nguyen Van Long, a vital content during the preparation process is connecting and integrating data. The Ministry directed specialized units, localities, and enterprises to coordinate and share foundational data such as growing area codes, packing facility codes, and testing data.

Up to now, the majority of solution providers have finalized connections within the trial environment and expect to complete everything prior to June 30, 2026. The system currently records more than 18,000 products with the participation of 149 enterprises across 26 provinces and cities. These results demonstrate a high level of readiness before the official launch time.

In parallel with building infrastructure and connecting data, the Ministry also deployed trial operations across a number of core commodity sectors, within which the exported durian sector stands out. Initial results indicate that the system has efficiently supported the traceability of shipments, contributing to raising transparency and satisfying international market requirements.

ENTERPRISES NEED TO MASTER TRACEABILITY TECHNOLOGY

A representative of Netacom stated that the traceability system for the durian commodity sector has been fully deployed and covers the entire production chain. Participating units currently have basically mastered the technology, proactively utilizing the system and no longer depending heavily on technical support as in the initial phase.

A number of enterprises have achieved a high level of self-operation, with all personnel utilizing system functions proficiently. Operational processes have also stabilized, while Netacom primarily performs remote monitoring duties.

For the agricultural, forestry, and fishery product traceability system in general, crucial sub-systems have basically been finalized. Currently, eight units participate in connecting, and the majority have satisfied 14 to 15 out of a total of 17 data connection standards, expecting to soon complete all technical requirements.

According to Netacom's representative, the system has been integrated into the Ministry's infrastructure with a completion level of approximately 90%. The remaining work primarily involves testing and calibration to guarantee the system operates stably when brought into official exploitation.

In the coming period, Netacom will continue to coordinate with specialized units to finalize professional processes, upgrade the system, and guarantee the operation process remains smooth. The enterprise also proposed establishing official support channels such as hotlines or system emails soon to serve enterprises and related parties during the utilization process.

Speaking in conclusion of the meeting, Deputy Minister Hoang Trung emphasized the requirement to urgently finalize preparatory work to organize the Launch and Operation Ceremony of the Agricultural, Forestry, and Fishery Product Traceability System early next month.

Regarding technical work: The Deputy Minister assigned the Department of Digital Transformation to chair finalising infrastructure, decentralization, operational processes, and system functions; concurrently guaranteeing information security and readiness for exploitation from July 1, 2026.

Regarding data synchronization: Specialized departments are requested to focus on standardizing, updating, and synchronizing data, prioritizing foundational data like growing area codes, packing facilities, production, and livestock husbandry. Simultaneously, units need to coordinate to finalize professional processes for core products.

"The connection and sharing of data must comply with the principle of 'declare once, utilize multiple times,' avoiding duplicative investments and raising data exploitation efficiency." - Deputy Minister Hoang Trung.

Regarding the organization of the launch ceremony, Deputy Minister Hoang Trung requested selecting typical enterprises and localities that have efficiently deployed the system to participate in demonstrations at the event, thereby raising practicality and the system's spreading impact.

“Units need to maximize their spirit of responsibility, enhance synchronous coordination, and guarantee the Launch Ceremony is organized professionally and efficiently, creating a powerful spreading impact and affirming a crucial transition step in deploying the national traceability system,” Deputy Minister Hoang Trung emphasized.
