Reviewing and reorganizing durian raw material areas

To contribute to improving incomes for citizens and enterprises, and striving to achieve the 2026 export targets of the durian sector and the agricultural sector, the Deputy Prime Minister requested ministries and agencies to implement general tasks and solutions regarding production organization; improving quality, food safety, and traceability; developing production, preservation, processing, and logistics infrastructure; and diversifying products and markets.

Specifically, review and reorganize durian raw material areas based on land, water resources, climate, infrastructure, and market linkage capabilities; curb spontaneous expansion in areas with unsuitable climate, soil, water sources, and infrastructure. Focus on developing commercial production areas, linking production with preliminary processing, processing, consumption, and export. Encourage exporting enterprises to reinvest in raw material areas, provide technical support, establish traceability procedures, and ensure compliance with market standards. Build a national brand for Vietnamese durian linked with geographical indications, distinctive quality characteristics, and seasonal advantages.

Ministries and agencies guide producers to implement safe farming procedures, use fertilizers and plant protection chemicals strictly according to regulations, and satisfy the requirements of importing markets. Proactively develop and implement the Surveillance Program on food safety and plant quarantine for exported durian products; establish a surveillance and early warning system for plant pests; isolate and treat affected areas, resolutely deny export permits, and apply strict administrative sanctions to durian products originating from growing areas flagged for Cadmium contamination.

Encourage investment in preliminary processing, preservation, and processing facilities in concentrated production zones; increase the proportion of processed products; and formulate general policies on supporting and encouraging enterprises to invest in agriculture and rural areas.

Continue negotiating to expand export markets and increase market share in potential markets. Expand the export of frozen durian to markets such as the United States, the EU, Japan, Canada, South Korea, Australia, etc. Step up trade promotion in potential markets such as the UK, France, the Netherlands, and the UAE. Concurrently, strengthen market information and forecasting to guide production appropriately.

Clearing difficulties and obstacles, deploying the issuance of growing area codes and packaging facility codes

The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to lead and coordinate with relevant agencies to effectively implement Resolution No. 36/2026/NQ-CP; promptly support and guide localities in clearing difficulties and obstacles, and deploy the issuance of growing area codes and packaging facility codes.

Lead and coordinate with the Ministry of Science and Technology to synchronously update and interconnect with the National Traceability Portal operated by the Ministry of Science and Technology;

Enhance the capacity and quantity of agricultural testing facilities to ensure compliance with the requirements of China and other importing countries; strengthen coordination with the Ministry of Science and Technology to guide, monitor, urge, and inspect local implementation in licensing the registration of testing operation fields;

Continue working with the General Administration of Customs of China (GACC) to accelerate the recognition of growing area codes, packaging facility codes, and testing laboratories; standardize customs clearance inspection procedures for Vietnamese durian products exported to the Chinese market to ensure smooth and favorable operations.

The Deputy Prime Minister assigned the Ministry of Industry and Trade to direct Vietnamese trade offices abroad to proactively grasp and promptly update trade policies, technical barriers, and market requirements of importing countries. Strengthen information provision, early warnings, and guidance for enterprises to proactively plan production and testing, and organize the dispatch of delivery schedules appropriately to mitigate goods congestion that causes overloads at testing systems and export border gates.

The Ministry of Science and Technology directs Quality Assurance and Testing Centers (Quatest 1, Quatest 2, Quatest 3) and affiliated specialized testing laboratories to urgently restore testing capacity and legal dossiers, and complete registration dossiers for durian testing for export to China in August 2026 to submit to the Ministry of Agriculture and Environment for compilation and submission to the Chinese side for review and recognition.

Compile and share data with the Ministry of Agriculture and Environment regarding testing laboratories capable of analyzing Cd and Auramine O parameters; direct, guide, inspect, and assist in clearing difficulties arising during the issuance of registration for testing operation fields in localities.

The Ministry of Finance simplifies tax administrative procedures to facilitate agricultural production and business activities and attract investment from various economic sectors into agriculture and rural areas; directs relevant agencies to create favorable conditions for exported agricultural products in general, and durian in particular.

The Ministry of Public Security directs local police forces to strengthen situational monitoring, promptly detect, resolutely fight, prevent, and strictly handle legal violations related to testing activities, especially in border gate areas, to avoid negative impacts on agricultural production and export activities.

Implementing production, consumption, and export plans suitable for local conditions

People's Committees of provinces and cities direct the development and effective implementation of Resolution No. 36/2026/NQ-CP, implementing plans for the development of durian production, consumption, and export suited to actual local conditions; standardize raw material area data; invest in infrastructure for production, processing, preservation, and logistics; and promptly resolve difficulties for enterprises and producers.

Review and strictly manage durian areas without expanding land size; focus on enhancing productivity, quality, and production efficiency; and organize production linked with value chains and market demand.

Chairpersons of Provincial and Municipal People's Committees are accountable to the Prime Minister if bottlenecks occur in the issuance of growing area codes, packaging facility codes, testing, or if durian export activities are adversely affected.
