Agricultural exports: New notes from the market

The Vietnam SPS Office has just sent a dispatch to units informing them about the draft of some changes in regulations for agricultural products exported to some markets

The United States regulates the cessation of the use of products containing chlorpyrifos

The Vietnam National Sanitation and Plant Quarantine Information and Enquiry Point (Vietnam SPS Office) has compiled draft and effective notifications on food safety and animal and plant quarantine (SPS) measures from November 21 to December 20, 2024 of World Trade Organization members with a total of 128 notifications, including 98 draft notifications for comments and 30 effective notifications.

There are some notifications that need attention. Specifically, for the US market, it issues a notice regulating the cessation of the use of products containing chlorpyrifos; proposes to remove the maximum residue limit (MRL) of chlorpyrifos in some products; recommends amending regulations on food additives; regulations on tolerance of the pesticide Cyazofamid.

For the EU market, promulgate Regulation (EU) 2019/627 on measures to implement official controls on products of animal origin intended for human consumption; change of maximum residue levels for chlorpropham, fuberidazole, ipconazole, methoxyfenozide, S-metolachlor and triflusulfuron, dimoxystrobin, ethephon and propamocarb in or on certain products; propose to change the MRL for certain agricultural chemicals in food.

Taiwan (China) market, promulgate draft standards on pesticide residue limits in food; draft amendments to standards on specifications, scope, application and residue levels of food additives; propose to change the MRL for certain agricultural chemicals in food.

Indonesia market, promulgate notice of authority to guide and control the issuance of Certificates of Quality Assurance and Safety for aquatic products in Indonesia; Draft Regulations of the Indonesian Food and Drug Agency regarding food packaging; Draft Regulations of the Indonesian National Food Agency on maximum residue limits of pesticides in food.

UK market amends regulations on official controls

Brazilian market, draft list of active ingredients of pesticides, household cleaning products and wood preservatives; draft resolution establishing technical specifications, maximum limits and conditions of use for food additives and supporting technologies in food; draft resolution establishing requirements for phytosanitary import of Freesia spp; draft resolution on "List of pesticides selected for analysis in herbal medicine"; (establishing phytosanitary requirements for the import of okra (Abelmoschus esculentus) seeds.

Australia-New Zealand Market proposes amendments to Annex 20 of the Australia-New Zealand Food Standards Code; amendments to the Import Health Standard for the holding of plant products for human consumption; maximum residue levels for agricultural compounds; proposed measures to manage Xylella fastidiosa in crops; Import Health Standard for seeds for planting.

South Korea Market announces proposed technical specifications for Acrylamide in food.

UK Market announces amendments to the Official Controls (Plant Health, Frequency of Inspection) Regulations 2022 and legislative amendments to ensure effective border controls on animals and animal products; amendments to Regulation (EU) 2019/2072 on pests, viruses, some import requirements to include all coniferous species; notice on licensing 25 feed additives and 01 type of feed for specific nutritional purposes; change of maximum residue level (MRL) for active ingredients propamocarb, fenazaquin, sulfoxaflor, isolucypram;

The Japanese market issued a notice amending the Decree on Standards for animal feed and feed additives.

The Vietnam SPS Office recommends that units research and notify organizations and individuals with export products related to the above items and markets for appropriate adjustments.

In 2024, the total export turnover of agricultural, forestry and fishery products is estimated to reach a record high of 62.4 billion USD, up 18.5% compared to 2023; the trade surplus continues to reach a new record of 18.6 billion USD, up 53.1%.
